Reading is the same way. You start off by learning the alphabet
(hearing) then graduate to small 1 syllable words. With a little help you can read anything you pick up or see as you're driving down the road.

The following is an easy to understand version of Reading stages.
Stage 0:
Pre-reading Stage:
At this stage readers know a little about reading but may not read words.
Pre-school and Kindergarten.
This may include:
Knowing to read from Left to Right
Knowing the front of the book from the back
Telling stories about the pictures
Initial Reading or Decoding Stage (grades 1-2; Ages 6-7 )
Knows letters have sounds
Knows some or all of the sounds and what letter makes the sound.
Learning or knows Phonics.
Reads some words like (at, on)
May have memorized words as in (have)
Confirmation, Fluency, Ungluing from Print, Automaticity Stage (grades 2-3; Ages 7-8)
Building on and having a better, consistent reading ability. (Always reads bat correct)
Gradual increase in reading for school or for self.
Reads books at this level. (You can find books made for each level.)
Able to start reading on their own.
Read for Learning the New Stage: A First Step (Grades 4-8; ages 9-13)
Readers need to bring prior knowledge to their reading.
Children acquire facts from reading.
Choosing their own books and repeating the story.
Able to give others the information learned.
Multiple Viewpoints Stage: (High School; Ages 14-18)
Read fluently.
Learning new words daily.
Gaining more understanding and better reading skills on their own.
Able to study own their own.
Construction & Reconstruction Stage: College ; Ages 18 & up)
Adult literacy should include all of the above levels with a higher vocabulary.
Ability to apply those skills.
